Luxembourg’s government has approved a bill that aims to establish the legal production and supply of cannabis.
In a bid to move consumers away from the black market, Luxembourg is moving forward with plans to legalise recreational cannabis use.
According to TRL Today, the government approved the bill last week, which is part of the government’s move to fight against substance addiction.

In 2018, the Minister of State submitted plans to legalise the sale of recreational cannabis, drawn up by the Minister of Health, but delayed on the matter until 2021.
The country announced it would be putting forward a bill that would enable the production and sale of recreational cannabis, and would allow Luxembourg citizens to grow up to four cannabis plants in their home for personal use.
However, this would be limited to private residences only and consumption of cannabis in public will still be prohibited.
The goal is to enable a national production and sales chain to be introduced under state control, with product quality assurance.
Previously, the government has noted that revenues from cannabis sales would be given priority into prevention, education and healthcare, and invested in the field of addiction.
The introduction of the bill will see Luxembourg join countries such as Malta, Denmark and Switzerland – which last month announced the approval of a pilot in the City of Basel for regulated cannabis sales – in developing new and progressive approaches to national cannabis legislation.
Switzerland’s pilot is also a bid to move people away from the black market, as cannabis is the most consumed drug in the country.
