Cyprus passed a law in 2017 allowing medical cannabis for cancer patients, expanded in 2019 to additional conditions and legalising cultivation and export. However, no broader regulatory framework for patient access has been developed. Patients can only access cannabis under exceptional ministerial approval.
In 2017, Cyprus passed a law allowing medical cannabis oil for patients with advanced stages of cancer.
In 2019, the law was expanded to include patients suffering from chronic painful conditions associated with cancer, HIV, degenerative diseases of the motor system, rheumatism, neuropathy, glaucoma, Tourette's syndrome, and Crohn's disease.
The 2019 law also legalised the cultivation, manufacture, import, and export of cannabis for commercial purposes.
Despite these legal developments, no broader regulatory framework for patient access has been established. The country also has no developed medical cannabis production industry.
Access pathway: The only way a patient can currently access medical cannabis in Cyprus is through exceptional approval from the Minister of Health, upon application by a physician on behalf of the patient.
No standard prescribing pathway or approved product list exists.
Until further regulatory development occurs, medical cannabis patient activity in Cyprus will remain extremely limited.
