CANNABIS SCHEDULING

Congressman challenges Biden administration officials to provide evidence for positions on cannabis scheduling

Marijuana Moment reports that Rep. Earl Blumenauer (D-OR) is circulating a sign-on letter challenging Biden Administration officials who are currently engaged in a review of cannabis’ scheduling status under the federal Controlled Substances Act to provide clear and compelling reasons for whatever decisions they reach.

The letter urges the administration to deschedule cannabis and to treat it more like other legal, regulated substances.

The letter reads: “To ensure accountability in your conclusions — which has been absent in so much of the history of federal marijuana regulation — transparency is key.

“We urge you to make available for public review and comment any evidence cited to demonstrate marijuana is more prone to drug abuse than descheduled substances already regulated at the state level.”

CANNABIS CANADA

Canadian government’s cannabis duty surpasses CA$1 billion since 2018

The most recent public accounts, which detail Canada’s expenses and revenues, show the federal government received revenue from the cannabis levy worth CA$160.2 million in the 2021-22 financial year, bringing total duty since 2018 to a minimum of CA$1.02 billion, reports MJ Biz Daily.

However, the publication notes that the total duty since 2018 is likely even higher, given that the public accounts figure for 2021-22 does not include duty collected by the federal government and shared with provinces and territories.

The total duty assessed by the CRA on cannabis during the earlier financial years was:

  • CA$514 million in 2020-21.
  • CA$256.7 million in 2019-20.
  • CA$91.6 million in 2018-19.

CANNABIS EUROPE

The gradual transition from ‘prosecution to protection’ is a ‘huge step forward for the EU as a whole’

BusinessCann reports that last July, five members of the European Parliament from different political groups and different EU Member States came together to create an interest group of MEPs who support human rights-based policies related to personal use of cannabis.

The publication speaks to founding member and MEP Dorien Rookmaker, who is due to speak at Cannabis Europa in May, about the shifting attitudes towards cannabis across the EU, and what role the Netherlands will play in the growing liberalization debate.

“I do understand and believe that we do not want a society in which we are forbidden to do anything. I think freedom is a very important quality of our European society, and with freedom comes responsibility.

“If we do not allow our citizens to act freely, they have no chance of developing a sense of responsibility. And because cannabis is a relatively innocent substance in terms of drug use, I think it’s a very good beginning of teaching people how to take responsibility for their own lives.”
