Illinois lawmakers form new cannabis working group to boost industry growth and equity focus

Marijuana Moment reports that a cannabis working group has been formed in Illinois that is aiming to direct the industry’s expansion in a business-friendly way, while still satisfying the equity goals of the landmark 2019 legalization law.

According to the publication, the working group’s main priority is to ensure early investors in the industry are successful, part of which will be addressing the disproportionate impact the war on drugs had on communities of colour.

State policy will also be developed to become more accommodating to the industry from a business perspective.

Rep. La Shawn Ford, D-Chicago, who will be leading the group, told the publication: “We have to make sure that we legislate with the industry because they are the investors. If we could empower the businesses, it’s going to mean more revenue, and we’re going to realize what we intended for the [cannabis legalization] law to do. And that is increase employment, develop communities, reduce crime in the state.”

Virginia’s adult-use cannabis market stalled indefinitely

The projected start date for Virginia’s legal adult-use cannabis sales of Jan. 1, 2024, has been effectively scrapped and it is unclear when, or if, recreational sales will begin, reports MJ Biz Daily.

The publication notes the reason is that the legalization law required the General Assembly to reenact a number of provisions of the 2021 legislation, including those that detail a regulatory and market structure such as licensing, but prospects for passage of those measures dimmed after a November 2021 state election with Republicans regaining control of the governor’s office, the House of Delegates and the Legislature’s lower chamber.

Former state Republican lawmaker, Greg Habeeb, who now lobbies for the Virginia Cannabis Association, told the publication that he held little hope for a 2024 sales launch: “I see no path.”

ITALY HEMP

Italian court rules hemp flower and leaves are not narcotic in latest victory for industry

BusinessCann reports that an Italian court has overturned an ‘absurdly restrictive’ decree which meant hemp leaves and flowers were considered narcotics in the eyes of regulators.

The decision means that Italy’s national law now no longer contravenes the 2020 Kanavape ruling of the European Union’s Court of Justice (ECJ).

The ruling directly referenced a similar case in France just weeks earlier, in which the country’s highest court scrapped an attempted ban on the sale of flowers and leaves of low-THC hemp.

Lorenza Romanese, Managing Director of the European Industrial Hemp Association (EIHA), which helped support the groups involved in the case, told BusinessCann: “The Italian ruling brings more clarity on all parts of the plant.

“We would like to stress that the main need of our sector today is to ensure a clear and common regulatory framework at European level. Too often, the lack of clarity regarding the legality of hemp and all its parts has encouraged diverging policies at national level, despite the ECJ ruling of 2020 and more recent national courts’ rulings.”
