The Misuse of Drugs Regulations 2001 were amended in November 2018 to let specialist doctors prescribe cannabis-based medicines; the government has indicated no further changes. Medical cannabis is not routinely available on the NHS, so the market is almost entirely private-pay, and importing finished products requires shipment-by-shipment permits.
Only doctors on the GMC Specialist Register may prescribe, using a controlled prescription pad and an initial multidisciplinary review. There is no fixed list of conditions — suitability is at the specialist's discretion based on evidence and prior treatment response.
There is no reimbursement; patients fund their own treatment.
The market is majority flower with a significant and growing share of oils and vapes; roughly half of oil products are formulated domestically. Canada supplies the most products, with domestic cultivation rising.
Most supply is imported, though a large share arrives as raw material for final manufacturing in the UK; main suppliers by volume are Canada, Spain and Portugal, with some re-export activity.
A small number of companies cultivate commercially for the UK market, with the largest scaling capacity, while others carry out EU-GMP manufacturing and final packaging onshore.
