In February 2025 Spain submitted a draft medical cannabis decree to the EU for approval. As proposed, only extract products would be permitted — not flower — and prescribing would be limited to medical specialists as a last resort; advocates see little scope for future expansion.
Under the proposed framework only medical specialists, not GPs, could prescribe, for a short list of conditions including MS spasticity, severe therapy-resistant epilepsy, chemotherapy-induced nausea and chronic therapy-resistant pain.
