Medical production was legalised in 2018 via the Cannabis for Medicinal and Research Purposes Act, licensed by the Malta Medicines Authority with EU-GMP and security requirements; export rules focus on finished products.
Any doctor may prescribe, for conditions including MS, chronic pain, chemotherapy side-effects and other debilitating chronic conditions. Treatment is mostly non-reimbursable, with limited exceptions.
The market is mainly high-THC flower, much of it imported from Canada, plus a smaller range of oils; domestic production has not scaled as expected.
Adult use is legalised through non-profit Cannabis Harm Reduction Associations (CHRAs) regulated by ARUC. The first CHRA sales began in late January 2024, and by April 2025 there were 19 CHRAs with operating permits.
CHRAs must be non-profit, sited away from schools and youth centres, distribute only to resident members over 18 in child-resistant packaging, and pay annual fees scaled to membership, which is capped at 500. Daily and monthly dispensing limits apply, and under-21 members are limited to lower-potency flower.
