Greece rescheduled cannabis in 2017 and built its licensing regime across 2018–2023. Uniquely, flower and extract products are treated as finished pharmaceuticals requiring a rigorous marketing authorisation from EOF; medical imports remain banned.
Only specialist doctors — such as anaesthesiology, neurology, oncology and rheumatology — can initiate prescriptions, with renewals possible under specialist monitoring. Cannabis is a last-resort treatment for approved indications including chemotherapy-related nausea, cancer and neuropathic pain and MS spasticity.
There is no reimbursement; patients pay out of pocket.
Only a few flower strains from a single producer are currently available, with extract products and additional operators expected to follow as marketing authorisations are granted.
Domestic production is expanding as more companies receive operational cultivation licences and build large-scale facilities.
