    Overview

    Luxembourg legalised personal cannabis cultivation and possession for adults in 2023, making it one of the few EU countries with adult-use cannabis legal for personal use. Commercial retail sales are not yet established.

    Regulations

    Luxembourg introduced its medical cannabis law on 20 July 2018, with the programme officially commencing in February 2019. Only doctors licensed in Luxembourg with specific training for medical cannabis prescription may prescribe.

    As of 1 January 2025, high-THC flower products have been removed as prescribable medical cannabis, limiting the approximately 1,100 medical cannabis patients to balanced and high-CBD flower products and cannabis oil extracts. This is part of longer-term plans to phase out flower-based products altogether.

    On 6 January 2025, Tilray Deutschland GmbH was awarded the tender to supply a maximum of 100 kg of cannabis flower tops.

    Who can prescribe: Only doctors licensed in Luxembourg with specific medical cannabis training.

    Approved conditions:

    • Serious chronic diseases classified as long-term illnesses in an advanced or terminal stage causing severe and disabling chronic pain (all available treatments exhausted)
    • Nausea and vomiting from chemotherapy
    • Symptomatic muscle spasticity from multiple sclerosis

    Reimbursement: Medical cannabis is dispensed at hospital pharmacies and covered by public health insurance.

    Approximately 1,100 patients receiving treatment as of early 2025.

    Products & Prices

    As of 1 January 2025, high-THC flower products are no longer prescribable. Available products are limited to:

    • Balanced flower products
    • High-CBD flower products
    • Cannabis oil extracts (high THC, balanced, high CBD)

    All products are dispensed through hospital pharmacies.

    Tilray Deutschland GmbH holds the current supply tender (awarded January 2025) for up to 100 kg of cannabis flower tops.

    Luxembourg imports all medical cannabis products under a tender system. Tilray Deutschland GmbH currently holds the supply contract.

    No domestic cultivation or production industry exists in Luxembourg.
