
Personal cannabis legalised 2023; commercial retail not yet in place.
Luxembourg legalised personal cannabis cultivation and possession for adults in 2023, making it one of the few EU countries with adult-use cannabis legal for personal use. Commercial retail sales are not yet established.
Luxembourg introduced its medical cannabis law on 20 July 2018, with the programme officially commencing in February 2019. Only doctors licensed in Luxembourg with specific training for medical cannabis prescription may prescribe.
As of 1 January 2025, high-THC flower products have been removed as prescribable medical cannabis, limiting the approximately 1,100 medical cannabis patients to balanced and high-CBD flower products and cannabis oil extracts. This is part of longer-term plans to phase out flower-based products altogether.
On 6 January 2025, Tilray Deutschland GmbH was awarded the tender to supply a maximum of 100 kg of cannabis flower tops.
Who can prescribe: Only doctors licensed in Luxembourg with specific medical cannabis training.

Reimbursement: Medical cannabis is dispensed at hospital pharmacies and covered by public health insurance.

No domestic cultivation or production industry exists in Luxembourg.






Personal possession and home cultivation became legal in Luxembourg in 2023. Adults over 18 can possess up to 3g in public and cultivate up to 4 plants at home. Commercial sales are not yet permitted.
