
From pilot to permanent: Denmark's medical market transitions in 2026.
Denmark launched a four-year medical cannabis pilot in 2018, making it one of the first EU countries with a significant regulated medical market. The pilot is transitioning to permanent legislation in 2026. Denmark is also a major exporter — Europe's second largest after Portugal.
Denmark's medical cannabis pilot programme launched in January 2018, allowing doctors to prescribe unauthorised products. The programme was initially due to end December 2021 but has been extended continuously.
In November 2024, the Danish Government decided to make the programme permanent, establishing a lasting framework for cultivation, manufacturing, and exports.
The Danish Medicines Agency oversees licensing for cultivation, bulk and primary product production, extract manufacturing, and exports. Companies need separate permits for bulk/primary products versus intermediate products.
All manufacturers are subject to continuous inspections for EU-GMP compliance.

Flower products available: 5, all from Bedrocan (Netherlands). Price range: €8.09–€22.21 per gram.
Extract products available: 6, including CBD, THC, and balanced formulations. Price range: €80–€270 per unit (30ml).
Flower imports: All 5 flower products imported from the Netherlands.
Extract imports: 4 from Canada, 1 from New Zealand, 1 produced domestically.
Export performance: Denmark exported over 7 tonnes to Germany in 2024, making it one of Germany's top suppliers after Canada and Portugal. Other export markets include Australia (1.7 tonnes in 2023, growing) and the UK (85 kg in 2023, rising to 243 kg in 2024).
Domestic licensed producers (as of 2025): 8 companies licensed for bulk and primary product cultivation/production; 9 licensed for intermediate products.






Medical cannabis has been available in Denmark under a pilot programme since 2018 and is transitioning to permanent legal status in 2026. Denmark is also one of Europe's largest cannabis exporters. Recreational use remains illegal.
